Technology Diffusion: Barriers to Change
Factors that may impede the switch from traditional technology diffusion
efforts to the Accelerated Diffusion of Pollution Prevention Technologies
(ADOP2T) approach include:
- ADOP2T can be labor intensive for the technical assistance providers.
Many local, state and federal technical assistance programs provide limited services.
For example, some technical assistance programs only provide printed and electronic
information in addition to telephone and e-mail assistance. Others offer on-site assessments,
but may be limited to the amount of assistance they can provide (due to manpower
restrictions/lack of sufficient change agents working in the field) and/or the depth
of knowledge and experience within the organization. In such a case, it is suggested
that the technical assistance program staff partner with other complimentary organizations
that can provide additional services that are elements of the ADOP2T concept.
- Capital Investment Requirements Many assistance programs either
purchase or lease equipment that the change agents can then take to facilities to
perform demonstrations and pilot tests. Alternative approaches that relieve some
of the financial burden placed upon the technical assistance program can be
identified. For example, see the description of the Kentucky Pollution Prevention
Center (KPPC) Metal Finishing project in the "State and Regional Efforts" section of
this Topic Hub. KPPC offered to purchase proven P2 technologies for a facility as an
applied research project. The metal finisher, in return, agreed to reimburse KPPC
for those costs if the payback on the technologies was within a certain agreed-upon
